Lin Chow was a Japanese foreign agent known as the Black Dragon that masqueraded as a Chinese philanthropist. He claimed to find a dead man in a burned car. The body was identified by John Raymond as the missing General Mason, and revealed he had been murdered by The Black Dragon. Raymond changes into the Web to track down the villain, but in the process inadvertently leaves clues that Rose Wayne has found, through which she discovers that John Raymond is the Web!
