The Black Rat was a criminal mastermind who dressed like a huge rat. His crime waves were stopped by Bulletman and Bulletgirl. Bulletman believed his foe defeated after seeing the Black Rat fall into a vat of molten steel, but he survived to fight Bulletman twice more. He was also member of the Revenge Syndicate, a group of composed of Bulletman's greatest foes united to destroy their nemesis.
