Public domain characters who are wanted by the authorities, but only because their intentions or situation is misunderstood, or they have been wrongfully accussed of a crime. These characters demonstrate honorable intentions, and only break the law as needed to perform good deeds. This includes most "Robin Hood" type of characters.
