I'm also not sure what to think about this category. For one thing "powers" is a really subjective term. Scoot Suit Sammy is technically non-powered, except that he wears armor that gives him abilities like flight. Craig Carter is non-powered, except that he has a magic ring. Is a character non-powered if they have a magical or high tech weapon? The weapons and equipment are not inherently part of them. Some character demonstrate extraordinary genius. Could that be a power? Hard to say which characters are super smart, and which are just really smart. Also hard to say which characters are super strong and which are just really strong. If a character breaks the ropes that bind him in a story, how do we know if he's super, or if he just got an adrenaline surge? When is a power really just a skill? Is hypnotism a power or a skill? In most stories, it is said to be a skill. So powered vs. non-powered often confuses me.
Also, I'd say at least 60-75% of the characters on this site are non-powered (have no inherent power). For the 25% that do have powers, most can be found in the "Characters by Power" category. My guess is that most everyone else is "non-powered," especially if they don't have a particularly cool code name. Maybe reserve this category for characters that do have a cool name?
