Fritz Martin was a blackmailer called the Cougar. He was blackmailing an old man who had been to jail before he was married. At times, the old man left money for the Cougar to pick up. One day, one of the old man's twin sons, Tom, spied on the drop. He saw the Cougar and his true identity. He fled back home.
Tom called Mr. Risk for help. The Cougar, dressed in a black cat costume, invaded the home, killed Tom and tried to kill Tim, not knowing which twin to kill. Mr. Risk arrived too late to save Tom. As the ambulance was leaving with Tim, the Cougar struck, entering the ambulance to finish Tim off. He removes the sheet to find it is Mr. Risk. The two fight until Mr. Risk throws Cougar off the front of the ambulance and onto the street, where Cougar is run down by the ambulance and killed.
The Cougar's claws were coated with lethal poison. He could claw someone with them, or remove them and throw them at his victims like a dart. He also used them to pick locks.
