The Death's Head was a criminal who was beheaded in India for his crimes. However, his head was given new life by a mystic. Now, the disembodied head can speak and can control the minds of at least several people at a time. It intended to take control of the minds of everyone on the planet. It's plans were stopped by the Hood.
