Doctor Devil was an enemy of the Doug Danville Black Owl.
In his first appearance, He was described as a masked underworld czar posing as a traditional devil to scare away investigations. He pretends to bury his victims alive but actually has underground chute which leads to a ship. Once on the ship, Doctor Devil would drug the victims using opium fumes and deliver them to his European employer to be used a cannon fodder in future battles. However his plans are foiled by Terry Dane and Black Owl and was believed to have died after falling from the lighthouse where their confrontation occurred.
In the next issue however, it is revealed that Doctor Devil survived and seeks revenge against the Black Owl and his love interest, Terry Dane. He beats Black Owl and abducts Terry to take her to his "purgatory" which is a headquarters converted into a replica of hell meant to torture his victims forcing them to reveal America's defense secrets.
Black Owl tracks the villain to his lair but ends up thrown into a pit to be feed to a large octopus along with Terry. the pair escape and Black Owl defeats both Doctor Devil and his henchmen. After being knocked down by black Owl, Doctor Devil sinks beneath the molten mass during the fight and is burned to a crisp.
Months later, Doctor Devil returns to his base now called "inferno" and decided to team up with Frankenstein to destroy humanity. Doctor Devil offers to grant Frankenstein 3 wishes by pulling his tail after making each of his wishes. For the first wish, Frankenstein wishes to be rid of his enemy Bulldog Denny which summons him and the pair fight with Bulldog is believed to be killed in the conflict.
Believing his enemy defeated, Frankenstein then used second wish to destroy a large defense plant, but when it doesn't immediately blow-up Frankenstein decided to destroy it himself and manged to create a small explosion. The sound of the explosion awakens Bulldog Denny who rushed toward the noise to confront the villains.
During the fight Doctor Devil attempted to help Frankenstein by throwing his pitchfork at Bulldog Denny, but missed and hit Frankenstein instead. Furious Frankenstein grabbed Doctor Devil by the tail and throws him making his last wish for him to have a pleasant trip to the moon. However weak from blood loss, Frankenstein stumbles off a cliff a into Doctor Devil's inferno.
