When General Jason Burr and Count Ivan Raspinoff attempt to lead a group of Russian Cossaks in taking over California and turning it into a Russian colony, they killed anyone in their way, including the brother and father of Don Loring. With fury in his heart, Loring sets out on a mission of vengeance as The Eagle, organizing local citizens into a vigilante organization to stop the Cossaks.
As The Eagle, Loring fought with a pair of revolvers and a bull whip.

- Eagle was reportedly inspired by Black Eagle, played by Rudolph Valentino in the film The Eagle (1925), and was also inspired by Zorro and the Lone Ranger, two characters that Livingston played at Republic Pictures.
- Interestingly, in the book that inspired the film, Dubrovsky (1814), the title character does not assume a heroic identity, Black Eagle was inspired by The Mark of Zorro (1920).
