The Fire Fiend was the secret identity of Bill Wilcox, owner of several tenement slums in Gotham City, home of Mr. Scarlet. His goal was to burn down his property and collect on the insurance, while casting blame on local eccentric reformer, Professor Wilson (who had publicly said they should be burned down).

- Despite having willingly endangered hundreds of people, Wilcox is neither exposed nor taken to jail upon capture in exchange for tearing down and rebuilding the tenements at his own expense, leaving the public to believe the arson mystery to be unsolved.
- Fire Fiend wore an asbestos suit; asbestos is now known to cause mesothelioma (a rare, agressive lung cancer) and other health problems with prolonged exposure.
