The Foolish Owl lives in the Munchkin Country of Oz. She and her partner, the Wise Donkey, are public advisers.
She is a great blue owl, and she wears a blue sunbonnet on her head. She speaks in nonsense poetry, which the Wise Donkey explains as good advice for the foolish.
Ojo, the Patchwork Girl, and the Glass Cat stopped at their office, and the Foolish Owl seemed to know a lot about them, describing them and their mission in her poems.
