The Gerry-Mander originates from an 1812 political cartoon making fun of the creation of electoral districts with borders that give an advantage to certain political parties in Essex County, Massachusetts, by depicting the strange shape of one of the districts as a dragon-like salamander monster.
The name comes from Elbridge Gerry, who signed a bill that created the district, with its strange borders being compared to the shape of a salamander.
