Gordon Tracy was an attorney who operated in San Francisco in the Great Depression. When a rich client of his was found murdered, Gordon hired his older brother, a federal agent named Dick Tracy, to conduct an investigation.
The mastermind behind the crime was revealed to be the masked mobster The Spider (aka the Lame One) and his ring of assassins. After a series of various crimes conducted by his criminal organization, including using a Flying Wing aircraft and a sound weapon to destroy the Bay Bridge and stealing an experimental "speed plane", The Spider captured Gordon and had him brainwashed via a brain operation by Dr. Moloch in an effort to turn him against his brother.
Tracy was soon captured by the Spider himself and reunited with Gordon, who didn't recognize him. They tried to make a getaway from the police in a stolen car, but Gordon swerved to avoid hitting two people stuck in the middle of the road, sending the car and the Spider over the ledge of a cliff. Tracy found Gordon mortally injured, but Gordon, in his dying moments, had managed to recognize his brother before passing away.
