Happy Hooligan is a good-hearted, yet hapless, tramp with a distinctive appearance characterized by the red tin can he wears as a hat, scruffy five o’ clock shadow (a short beard in earlier strips), and tattered clothes.

Despite his name and perpetually optimistic attitude, Happy often finds himself in unfortunate situations - typically involving him stumbling into various absurd scenarios, whether it's accidentally causing chaos while trying to help, getting entangled in misunderstandings, or being pursued by authority figures for his unintentional antics - facing constant misfortune and ridicule from those around him. He is known for his exaggerated facial expressions, often displaying shock, surprise, or dismay in response to his predicaments.

Throughout the series, Happy is often accompanied by his two equally hapless brothers, the sour Gloomy Gus and the snobbish Montmorency. Where Gus tends to be more pessimistic and prone to grumbling, Montmorency wore a top hat and monocle but was otherwise as ragged as his siblings.

Despite his frequent setbacks, Happy maintains a cheerful demeanor and a resilient spirit, always finding humor in the face of adversity and bouncing back from his misadventures with hope and determination.
