FBI Agent Craig Williams, frustrated by criminals who escape the law and operate outside the FBI's jurisdiction, put on a costume and fought crime. He had no super powers.
With issue #22 of Cat-Man Comics, he became a major in the US Army with a girlfriend named Betty Lou in Hollywood. One later issue (#23), he's a Commander Major Craig Wood with a blonde girlfriend by the name of Ray and a commanding office named Colonel Quinlan. Then in issue #25, he's called Major Craig Reynolds. Then finally in issue #29, he's Major Tom Wood with his girlfriend is named Rae Herman.
His enemies included the Death's Head, the Red Lash, the Fire Eater, Lady Satan, and the Vulture's Claw.
