Jicilla was the twin sister of Helena who was secret identity the masked train robber known as the Black Phantom. She worked as a dancer and singer at a saloon and was a sweetheart to Tim Holt's friend Chito as well.
However when Chito arrives to pick Jicilla up for their date he instead sees her twin Helena in her Black Phantom costume. The Black Phantom orders her men to kill him by dumping down the well, but Tim Holt sees them carry his friend off and saves him as the Red Mask. Since Black Phantom's other men are defeated, she jumps off a cliff seemingly perishing in order to escape but she later returns.
Later, when her sister appeared alive and allied with the Red Mask, Jicilla posed as her, when she was ill. Since Jicilla never used a gun before, she was terrified when she was confronted with some bandits.
