The Lord High Chancellor is a seemingly loyal and dignified official of Pelicanland, entrusted with a high-ranking position of authority. However, beneath his composed exterior lies a two-faced deceiver. He is revealed to be a swan in disguise, working as a spy for the neighboring kingdom of Swania. Throughout the episode, he feigns concern for Pelicanland's financial troubles, offering to assist in resolving the crisis while covertly orchestrating the theft of the fifty bushels of corn owed to Swania.
The Chancellor uses his intimate knowledge of Pelicanland’s systems to manipulate situations in his favor, such as attempting to trap Paddy the Pelican in the dungeon under false pretenses. Despite his cunning, he is ultimately exposed by Paddy, who uncovers his true identity and foils his plan to smuggle the stolen corn out of Pelicanland. His arrogance and underestimation of Paddy's resourcefulness proves to be his own undoing.

- Due to having incomplete animation, rambling seemingly-improvised voices, and discorded organ music, The Adventures of Paddy the Pelican is considered to be one of the worst cartoons ever made, and is most famous for its appearance on animation historian Jerry Beck's public domain compilation DVD Worst Cartoons Ever!, where he is seen on the cover with a dunce hat doing school detention.
