This character only appeared on the cover of Double Comics, which featured rebound remainder comics that were different with each issue and covers with characters who did not appear in the interior. According to the description on the cover, Mad Mong was a Mongolian warlord about to shoot his nemesis the White Flash with a rocket pistol.
