Mean Moe is a character from Hal Seeger's 1960s adaption of Out of the Inkwell. Mean Moe alternated between an antagonist and an ally for Koko in the 1960s shorts, being incredibly boisterous and egotistical but frequently getting himself into more trouble than he was anticipating.
He rolls his R's as he talks, suggesting that he might be of Russian or Eastern European origin.
