Mizu-Chan, the personifiaction of the rain and snow, is tracked down by GPM with the assistance of the many other satellites, under the condition that all of the information they learn about her powers will be made open to all - when GPM eventually tracks Mizu down, he questions how she chooses when to rain, as well as why she causes floods and droughts, to which she leaves it as a puzzle - she's ultimately impressed by the satellite's research, and tells them that she wants to find out together, implying even she doesn't know the extent of her powers.
