Officer Kelly was a friendly Irish cop who patrolled the neighborhood of of the Little Conquerors Athletic and Reading Club whose members included "Comics" McCormick, Rosalie Brown, Wilbur Wiggins, and Ajax Johnson.
Often Officer Kelly would look out for the neighborhood kids such as making sure they made home safely to do their schoolwork and even made a phone call for the Comics McCormick when he was concerned if Rosalie Brown made it to her dance lessons safely. He was also playful and would joke around with the kids such as pretending to be Bingo the Wonder Boy when he heard the kids practicing the character's magical words.
