Percy the Policeman was created by Johnny Gruelle, and was a routine background character in the original books. Originally, Percy the Policeman was another name for Uncle Clem, who had been chewed up Marcella's dog Fritzie and given a new outfit and name by Marcella's father. Eventually, however, the two personas seemingly split into two separate characters, although whether this was intentional or not remains unclear.

- According to an early lead sheet from composer Joe Raposo, both Clem and Henny were included in an early version of the song "I'm No Girl's Toy" from Raggedy Ann & Andy: A Musical Adventure, suggesting that the two were intended to be included in the movie before being replaced by new characters
