The Pirate was a brutal labor racketeer who lured workers from the Du Port Munitions Plant for a 10% cut from the competing Pittsfield Machine Works.
The Du Port Munitions hire detective Joe Blair to discover why their employees are leaving. Blair secretly becomes motorized super hero Zippo to solve the case.
When some of the Pirate's men object to his labor thefts because of it hampering America's war efforts, he viciously slays them with his saber.
Zippo is briefly captured by the Pirate, but he escapes and foils the villain's plans to explode Du Port Munitions.
