Barry Moore was an American actor who decided to take a job as a lab technician at the Center City Police Department to help his father, a police captain. When the city police failed to arrest "Bugs" Marlone, a local mobster, Barry decided to take justice into his own hands. He took a cue from a Yellow Peril villain he once played and disguised himself as "Wen Au Chung," a Chinese importer. Barry used the money he earned as an actor to buy himself a building in Chinatown and converted most of it into a secret lab. He managed to trap Marlone and discover the identity of Marlone's inside source within the police. Barry then manipulated them into killing each other. He stamped their corpses with a scarlet seal, and the papers dubbed him accordingly.
From that point on, Barry continued to fight crime as the Scarlet Seal, wearing his Yellow Peril disguise and acting like a stereotypical "Chinaman." It managed to fool everyone except possibly his father; the stories were ambiguous about that.
