An enemy of Black Cat and Black Kitten, he was a criminal mastermind who took pride in outsmarting the police and Black Cat. He would leave notes at the scene of the crime pointing out how he had outsmarted them, and posting messages in the local newspaper advertising the plans for his next heist. His catchphrase was "Obviously."
Powers and Abilities[]
The Sceptre carried, well....a sceptre, which could emit a thick smoke screen to fascilitate his escapes. Otherwise, the Sceptre relied on a conventional handgun to threaten his enemies. He led a small gang of theives.
