The Sea Hag is the malevolent and allegedly-mythical owner of the ship called the Black Barnacle. Popeye and Castor sought refuge on her boat after purloining a small boat and rowing into deeper water to evade a policeman.
Despite the Popeye's fear of the Hag and "evil spiriks" occupying the vessel, Popeye and Castor board the ship. All the while the Sea Hag observed them from below deck unnoticed by her uninvited guests.
