The Terrible Midge was the world's strongest little person. He had ambitions to rule and dominate bigger men by spreading terror far and wide by his deeds. He took the name of charity in jest playing upon the compassion of others to rob and pillage society until the Black Owl stopped him.
However the Terrible Midge escaped from jail twice. The first time by impersonating a child and the second time by catapulting himself over the walls of the prison using acrobat skills he learn while traveling with the circus as a strongman. Both times his plans are once again foiled by his nemesis the Black Owl.
Often times the Terrible Midge would use stilts to make himself appear taller when disguised including at a charity costume party as the party's sponsor and at the department store as a clown. In his first appearance he wore his circus strongman costume as well.

- A midge is any small fly, including species in several families of non-mosquito nematoceran Diptera. Midges are found (seasonally or otherwise) on practically every land area outside permanently arid deserts and the frigid zones. Some midges, such as many Phlebotominae (sand fly) and Simuliidae (black fly), are vectors of various diseases.
- While a midge is a type of insect because this character is someone with dwarfism so the name could be taken as being short for "midget" and would not be politically correct to use without adjusting the name.
