Torcher was the criminal partner of the Clown. He was described as a demon in human guise who made flame do his evil work. They work together to steal the fog formula invented by Dr. Henry Porter. The Torcher burns down the building after they acquire the formula. Henry escaped but his face was badly burned so he wrapped it in bandages.
Porter then seeks the help of Pat Bradley who puts him into contact with Magno & Davey. The pair work with Dr. Porter to stop the Clown and Torcher's crime-wave under the guise of the fog. But with the help of mysterious masked man the fog is increased and Davey ends up running into the side of their truck knocking him out.
The mysterious masked man convinces them to let him join their gang by offering to improve the fog formula. However Henry Porter and Pat Bradley arrive to rescue Davey after following the source of the fog back to the villain's headquarters. The Clown wants to kill them both but the masked man convinces them otherwise by saying they could be useful in improving the formula and trapping Magno respectively. the mask man reveals that he is Grant Porter, Henry's believed dead son. His face was also badly burned so he wanted to take revenge on society for abandoning him due to his deformity. He then forced his father to help him improve the fog machine.
Torcher and many of the henchmen accompany the Porters into the room to watch them make the adjustments. However Magno arrives to stop the Clown and rescue Pat, Henry, and Davey. Dr. Porter rushes into the fog machine room to stop his son only to see that Grant had sabotaged the machine to release poison killing Torcher and his henchmen leaving only the Clown to be sent to jail though he escaped immediately. Grant had also sent out puffs of smoke in Morse code to let Magno know where the hideout was located. The War Department names the fog formula after Grant in honor of his sacrifice.
