Twinkle is a star who fell down to Earth from the heavens.
When Twinkle visits the Earth, he to found all the flowers sad. The mice had been playing rough, and were inconsiderate of the damage. So Twinkle then asked Mister Lightning to frighten the mice away which he gladly agreed to do.
