Running for district attorney, Higgins threatened to fire Sergeant Kent upon being elected, claiming Kent's inability to stop a murder syndicate in the city. In reality, Higgins was the leader of this murder syndicate, obscuring his identity by always hiding behind a door and only letting his shadow be seen. His main enforcer was Bull Morello, who his thugs actually called their boss. The Voice was thwarted by Bulletman and Bulletgirl.
