Vulcan was the fierce leader of a subterranean nation, who wished to conquer the nations of Earth's surface. He commanded the "Steam Dwarves" and a fleet of ships that could spray deadly gas. Vulcan was a recurring foe of Dr. Frost and he seemed to prefer a hot environment, which negated Frost's powers.
