The Vulture was a brilliant inventor who turned to piracy in the Gulf of Mexico. He wore a pair of artifical wings that allowed him to fly and he operated out of the Black City of the Sky, a floating castle fortress full of high tech weapons and technology. He used a substance called Purple Fog to confound the crew of the ships that his men attacked. The Vulture himself used a flame pistol and his wings could be used to protect him from attacks. Lash Lightning managed to destroy the Black City of the Sky, with the Vulture apparently trapped inside.
